Carol brought the meeting to order; introductions were given.
A. Scholarship applications are available for graduating players; the deadline is April 1st. We will give up to 17 scholarships of $500 a piece, awarded for the second semester fees. Gary Young will be sending the checks; the PDF is on the State website.
B. B. Last year’s state tournament we ran 3 divisions for the 10 under players. We will continue this for the upcoming year as well as the 5 run per inning rule.
C. Survey results from 2018 State Tournament showed approximately 77% wanting to keep State Tournament games in Sioux Falls and not split the tournament in any way. The first games will continue to begin early Friday.
A. Hall of Fame will be held October 12th, 2019 at the Holiday Inn Downtown. Tickets are $40. Nomination forms can be found on the State website.
2019 Rule changes: - Teams are required to report defensive changes involving pitcher or catcher to the plate umpire to ensure the correct player in courtesy runner assignments. -Number on jerseys must be at least 3 inches - changed from 6 inches. - When batting up to all roster players, any additional batters shall be listed as an EP and may be listed anywhere in the batting order and may play defense at any position.
Invitational tournaments must submit $3.00 per team to the State Office in Watertown. Tournaments will then be posted on the State website. Sioux Falls umpire registration will be on Thursday, March 7th at 6:00 and Saturday, March 9th at 1:00 pm at Oyate Community Center (Garfield Elementary School). The umpire clinic will be announced at another time. Contact Leroy Zafft State umpire clinic will be held April 6th and 7th beginning at 8am in Yankton at the Archery Center. Contact Doug Marquardt.
One coach must be ACE certified, and all other bench personnel must have done a background check. No exceptions.
Northern Nationals 18U A will take place in Sioux Falls July 25-28th. Registration will begin July 24th, pool play Thursday, and bracket play Friday. Sunday will be used for rainouts. In 2020 Sioux Falls got the bid for 18 A Nationals.
The State website needs sponsorships. $300 for advertising and $100 for a link. There will be changes to the website to make it more user friendly and uniform and compatible to other USA States sites.
Board members are required to fully support the USA program. If members are unable to do this they will be replaced.
Grant program: We are looking for anyone who needs financial help within their programs. $1500 is given per grant request for 1st time submissions. So far this year we have received only one.
2019 State Tournament will be July 12, 13, and 14th. All divisions will be played in Sioux Falls. Registrations must be received June 24th, the draw will be July 1st. A postcard will be sent out to all coaches who played last year. Pairings will be sent out to every coach and also posted on the State website. No refunds will be made after the draw has taken place.
Player releases will not be given after the July 1st deadline date. No exceptions. 10U A, B, and C rules will continue to have a 5 run rule.
Previous State Champions must move up one level of play, even if the team moves up in an age bracket. Teams must have 5 returning players. A committee will be formed to oversee team divisions prior to the State draw. There will not be changes to our classification guidelines.
National Qualifiers will not be necessary for teams to participate in National play. Carol Pipgras and Gary Young will decide for Northern Nationals or the National Championship play. In 2020 the State will pay entry fees for championship teams to go to a national tournament. To qualify for this, teams must play in at least three South Dakota Tournaments and State.
Leroy proposed a $2.00 per game to raise the rate to $32.00 for the next two years. (2019 - 2020) Jerry Bills made a motion to approve, Gene Atwood seconded. Discussion: Dave Nielsen mentioned that in order to keep our budget, these increases need to be brought up the year before. Motion approved.
Cost increases: none Background checks - $10.00 Individual registration - $10.00 ACE - $25 for first year, $20.00 each year after that.
NEW RULE CHANGES FOR 2019
***If your area has a league and you have chosen not to play in that league your team will be required to play in the “A” division. Any appeals of this rule must be gone through the State Office. This is for all 14, 16 and 18 and under teams.***
***If you have placed 1st or 2nd in last year’s state tournament, you will be moved to the next higher division of play. (ex. 12B would go to 12A) If you placed in the tournament in a lower age division, and you go up in age division, you will be put in the upper division of play in that age group. (ex. 12B to 14A) A committee to oversee team divisions prior to state draw will be set up. There will not be any changes to our classification guidelines.
